New Qualified Income Trust Update

Effective August 1, 2016, Ohio is transitioning to a 1634 state.  The overall goal of this change is to simplify the disability determination process for SSI and Medicaid.  This transition brings changes to the Medicaid eligibility standards.
The new Medicaid regulations will limit an individual’s income to $2,199 per month if the individual applies for or receives Nursing Home, Assisted Living Waiver, or PASSPORT services. 
Any individual who has gross income of $2,199 or less per month will be eligible for Medicaid benefits.   
Any individual who has gross income greater than $2,199 per month will be ineligible for Medicaid benefits, unless the individual establishes a establish Qualified Income Trust (QIT) to reduce his or her countable income for Medicaid eligibility.
The Ohio Department of Medicaid has requested a waiver from Centers for Medicare and Medicaid Services (CMS) so that existing Medicaid recipients will have until their 2017 annual redetermination to establish a QIT.  The waiver has not been formally approved, but the Ohio Department of Medicaid is advising the public as if the waiver has been approved.  So long as an individual is eligible for Medicaid as of July 31, 2016, he or she will continue to remain eligible until his or her 2017 redetermination.  Eligibility will continue beyond 2017 if the individual creates a valid QIT and is income-eligible for Medicaid benefits.
Beginning August 1, new Medicaid applicants must either have gross monthly income below $2,199 or establish a Qualified Income Trust to obtain Medicaid eligibility for Nursing Home, Assisted Living Waiver, or PASSPORT services.  
Ohio’s transition also brings an increase the resource limit for an individual.  Effective August 1, the individual resource limit will increase from $1,500 to $2,000.
